A2A is a multi-utility leader in Italy with ~10 subsidiaries and ~30,000 employees, operating across Energy, Environment, and Networks.

Within Unareti (Networks), the mission is simple but demanding: keep electricity, gas, and water infrastructure ready—every day—for millions of people.

By 2019, materials planning wasn’t keeping pace. Investments in network development and maintenance were being postponed—and about 30% of those delays traced back to missing materials.

Service orders spanned investments, ordinary maintenance, and emergencies, yet materials were managed in silos across 3 central warehouses and ~40 peripheral depots (electricity/gas) plus a separate water network with 1 central and 5 peripheral warehouses.

Forecasts were unreliable, physical vs. accounting records didn’t match, and year-end inventories showed both overstock and stock-outs.

The Challenge: Postponed Investments, Dirty Data, and Decentralized Decisions

For A2A, materials are the backbone of its operations—everything from cables and valves to fittings and safety equipment used in maintenance and expansion projects. But by 2019, planning was fragmented.

Each department ordered materials differently, forecasts were unreliable, and data in legacy systems was inconsistent. As a result, planners faced constant rework, while warehouses suffered both overstock and stock-outs—especially during emergencies.

Investment projects, which form a major part of A2A’s revenue, were being postponed simply because materials weren’t available when field teams needed them.

The Solution: A Demand-Driven Transformation with PwC and Intuiflow

To address these challenges, A2A partnered with PwC and adopted the Demand Driven MRP (DDMRP) methodology, supported by Intuiflow (formerly Replenishment+).

The initiative began in 2019 with formal training and a pilot to prove the concept. When the results convinced top management, the company approved a full rollout.

In early 2020, A2A selected Intuiflow as its DDMRP software—chosen for its functional coverage and user-friendly interface. Implementation began with the Electric division, followed by Gas and the Water cycle businesses.

Each rollout expanded the system’s use across investments, ordinary maintenance, and emergency operations.

Today, Intuiflow serves as the core planning and execution platform for spare parts and materials, connecting approximately 40 planners and materials managers across A2A’s logistics network of central and peripheral warehouses.

Building the Foundation: Data, Processes, and People

A2A understood that technology alone wouldn’t fix the problem. The project also focused on strengthening the pillars that make planning reliable—data quality, process design, and organizational structure.

The teams began with a full review of master data and information flows, ensuring accuracy before migrating into Intuiflow. They then redesigned key materials management processes:

  • Defined new demand signals for better visibility of materials consumption.
  • Built a new distribution network model to reflect actual flows.
  • Created distribution bills of materials (BOMs) for recurring work orders, enabling planners to use accurate component lists automatically.

On the organizational side, A2A introduced a new role—Material Planner—within each zone to bridge operations and planning. Change management and communication programs helped field teams understand how the new model improved service quality.

Integration with A2A’s existing systems (including IBM Maximo, SAP, TIBCO, and Blueworks) ensured a smooth flow of information across maintenance, warehouse management, and workforce management tools used by more than 800 field technicians.

After one year of go-live, the transformation delivered measurable results.
